Airline Distribution Shifts Further Toward NDC as Legacy Fare Models Lose Ground

Airline distribution is undergoing another decisive shift as more carriers accelerate the transition away from legacy fare filing toward New Distribution Capability (NDC)–based offer creation. What was once positioned as a gradual evolution is now becoming a structural realignment of how airline content is created, distributed, and sold.

Across global markets, airlines are increasingly prioritizing NDC channels for rich content distribution, including bundled fares, seat selection, baggage, branded fares, and ancillary services. In many cases, these products are either limited or unavailable through traditional EDIFACT-based channels, reinforcing airlines’ long-standing objective of reclaiming control over their commercial offers.

Global distribution systems (GDSs) remain central to airline distribution, but their role is evolving. Rather than acting solely as fare aggregators, GDS platforms are positioning themselves as retail enablement layers, capable of handling both traditional content and NDC offers within agency workflows. This hybrid model is now the dominant reality for most large travel sellers.

Travel agencies and corporate travel management companies (TMCs) face mounting pressure to adopt NDC-enabled solutions in order to maintain content parity. Airlines, meanwhile, continue to use pricing incentives, surcharges, and exclusive benefits to encourage NDC adoption.

Industry observers note that the debate is no longer about whether NDC will succeed, but about how quickly distribution economics and operational processes can adapt. Servicing complexity, refund automation, and disruption management remain challenges, particularly in multi-airline itineraries.

Nevertheless, momentum continues to build. Airline distribution is clearly moving away from static fare structures toward a retail-driven, API-based ecosystem — marking one of the most significant shifts in aviation commerce in decades.
